The City of Langford has demonstrated its commitment to taking action on climate change by becoming a signatory to the Climate Action Charter, adopting a sustainability-focussed Official Community Plan (OCP), and most recently, by developing a Community Energy and Emissions Reduction Strategy (CEERS). Planning a liveable, sustainable, transit-oriented community, encouraging green building technologies, and implementing innovative infrastructure technologies highlight Langford’s energy and emissions reduction planning.

Langford’s energy and emissions reduction targets were established through an extensive planning process supported by two key funders: The BC Ministry of Community and Rural Development and BC Hydro. In addition to funding assistance, these organizations devoted significant expertise and guidance to ensure that Langford’s CEERS serves as a valuable model for other communities.

In March 2009, Langford engaged local consulting firm Jordan Fisher and Associates to lead key technical components of the planning process. Langford also established a multi-disciplinary steering committee made up of staff, members of Council, stakeholders, representatives of the general public, BC Hydro, and the Ministry of Community and Rural Development.

A public workshop and an open house gave citizens the opportunity to provide input on the CEERS project. The key elements that make up Langford’s CEERS are:

  • Community Energy Vision
  • Energy, and GHG baseline inventory
  • Overarching principles, targets and actions
  • 10, 20, and 30 year Community Energy and GHG emissions reduction targets and actions
  • GHG Emissions Forecast
  • Langford’s Green Action Initiatives

City of Langford is currently working on an amending bylaw to include in the OCP aggressive 10, 20, and 30 year targets and actions to reduce GHG emissions and energy consumption. Now that the City of Langford has a strategy in place, the next steps are to establish implementation work plans, continue to build public awareness and engagement, develop a monitoring and reporting protocol, and explore partnership opportunities in order to implement CEERS.
