Located off the newly constructed Langford Parkway in the City of Langford, and in close proximity to Westshore Town Centre (formerly Canwest Mall), Belmont Sr, Secondary, and Langford’s Downtown core; City Centre Park is Langford’s newest park space and community recreation destination. City Centre Park has excellent access to major transportation corridors including Langford Parkway, which forms an integral part of the City’s transportation network, connecting the emerging Westhills neighborhood (5000+ housing units), the Island Highway (Hwy #1) and Sooke Road (Hwy #14), to Jacklin Road and Langford’s Downtown Core.

City Centre Park is currently the home of Eagle Ridge Arena, a fully accessible facility containing; a dry floor ice sheet, full service kitchen, meeting rooms, weight training facilities, washroom and change-room areas. Immediately adjacent, and attached to Eagle Ridge Arena is an enclosed recreational space (with approximately 375m2 of interior space) that is currently being unused. The City of Langford has plans to expand the use of City Centre Park by adding additional facilities; namely a second arena which will serve as an ice sheet and dry floor facility as demand warrants, walking trails, court facilities, fitness/play areas for all age ranges (children to adult) and an open space free form parkland which include a pond and water features.

The City would like to compliment its planned amenities by seeking proposals in a lease opportunity to provide additional recreational activities that will provide a recreational value for the community.

The City is requesting your proposal regarding one or both of two available spaces; the adjacent attached building, located to the southern extent of Eagle Ridge Arena (150m2 interior space); and the currently undeveloped land identified (cross-hatched) in Appendix A, located between the existing and proposed Arena facilities.

The attached building (150m2) currently has indoor access to Eagle Ridge Arena and all its enclosed amenities, as well as access to the courtyard located to the western extent of Eagle Ridge Arena. The un-developed land area is approximately 3600m2 in size, and is constructed of graded blast rock material to provide a level, structurally sound foundation suitable for your proposal. Parking is already established and is located on the north portion of the facility.

The City is seeking revenue sharing, lease proposals that can provide an interest and draw for Westshore residents and other park users.

Please include with your Expression of Interest proposal;
  • Description of the proposed use of the facility and overall vision
  • Your assessment of community impact for Recreational value
  • Area map and plan view of proposed usage
  • List of required amenities / servicing requirements
  • Anticipated parking requirements
  • Lease rates to the City of Langford
  • Implementation / construction schedule
  • Anticipated Hours of operations
  • Proposed use of existing facilities (food services, meeting rooms, change facilities)

  • The space can be divided by two proponents provided that the use of the total area is outlined in the proposal.

    The City will review all Expressions of Interest received and bring options forward for Council consideration in November of 2006. Council will seek the greatest community impact for the recreational value. Successful parties should anticipate an implementation schedule within 1year from notice of successful proposal.

    Expressions of Interest should be received by the City of Langford no later than 4:00pm (16:00hrs), November 3, 2006, and are to be clearly labeled as follows:
