The Bylaw Enforcement Department is mandated to increase public safety within the municipal scope, uphold minimum community standards known as bylaws, reduce social nuisances and liability risk for taxpayers, and ensure City agreements, permits, and process requirements are fulfilled.
To meet this mandate our Municipal Bylaw Enforcement Officers field complaints from citizens, other City departments, and outside agencies. They interpret bylaws, monitor and investigate matters, mediate, and enforce using education, warning, and legal recourse as appropriate to the particular case. Voluntary compliance is always the goal and also the typical outcome.
Bylaw Enforcement Officers also patrol the community on a varying schedule and work very closely with the Westshore RCMP and Langford Fire Rescue. Patrols enable officers to observe violations in progress and most importantly, provide a preventative enforcement presence. The Bylaw Enforcement Department has deployed a supplementary security company for overnight patrols, continuously since 1994.

Policy helps ensure the fair and efficient application of staff and resources, but policy can change without notice in response to circumstances in the community. Currently, the Bylaw Department acts on matters only when two complaints in writing are received, except for public safety matters.
