Special Council Meetings are held to deal with emerging issues on an unscheduled basis and may be called by the Council, at a meeting of Council, or at any time by the Mayor, or upon the request in writing of two or more members of the Council. They may be held in the Council Chamber or at a community location and the Clerk shall give notice of the day, hour and place of the special meeting at least twenty-four hours before the time of meeting.
